Newsom signs AB 2348 setting ECM and Community Supports rules
Issue
Governor Newsom signed AB 2348 by Assemblymember Mia Bonta on September 27, 2026. DHCS must publish model coverage standards for each Community Support and post ECM and Community Supports use data quarterly until January 1, 2032.
By March 31, 2029, DHCS must give lawmakers what they need to weigh making Community Supports required Medi-Cal benefits.
