Stopgap law blocks OMB's E-Verify grant rule through December 11
Issue
The stopgap signed September 2, 2026, bars OMB from issuing or finalizing its May 29 rewrite of the federal grant rules through December 11. Section 157 also says any such rule issued earlier has no force until that date.
The proposed rewrite would make Section 330 grantees and subrecipients run E-Verify, so the pause reaches health center hiring.
