Newsom signs SB 1099 backing county health care for undocumented residents
Issue
Governor Newsom signed SB 1099 on September 30, 2026, as Chapter 1009. It states that counties, cities and hospital districts may provide health care and other public benefits to people who would qualify but for a federal immigration-status bar.
Each local government decides at its own discretion, and the bill carries no appropriation.
