Texas HHSC's required 3% budget-reduction list proposes eliminating Healthy Texas Women navigator and cost-reimbursement funding
After a July 14, 2026 directive from the governor, lieutenant governor and House speaker, every Texas agency filed a schedule of 3% reductions with its 2028-29 Legislative Appropriations Request. HHSC's schedule, revised September 2026, sets a target of about $335.0 million in General Revenue and General Revenue-Dedicated funds and proposes eliminating several client services, including Healthy Texas Women Navigator Services ($5,228,200 over the biennium) and Healthy Texas Women Cost Reimbursement Contracts ($21,682,392), part of $87.2 million in eliminated client services.
Reductions based on historical lapse include the Primary Health Care Program and mobile long-acting reversible contraceptives; HHSC says lapse-based reductions are not expected to directly affect clients. The schedule is a required exhibit, not an enacted cut; the Legislature writes the 2028-29 budget in 2027.
