After Enrollment, San Diego Ryan White Providers Must Seek Medi-Cal Payment; ECM Targets Eligible Clients With Complex Needs

San Diego County's FY2025 Ryan White Part A narrative says subrecipients must screen applicants for Medi-Cal and other coverage; after a client enrolls in Medi-Cal or Medicare, providers must seek payment from that payer and reclassify prior Ryan White reimbursement as program income. The same narrative says Medi-Cal-eligible residents with substance use disorder, serious mental illness, or housing instability are prioritized for ECM.
