Establishes formal registration framework for mobile optometric offices, raised Optometry Fund cap to 24 months, created probationary registration with clinical training, reduced Dispensing Optician Committee to 3 members.
This unlocks compliant mobile vision operations — relevant to Alliance Medical Center (only confirmed CA FQHC mobile vision van) and creates pathway for other FQHCs to launch mobile vision programs partnering with Vision To Learn or VSP Eyes of Hope. Combined with the $47/exam Medi-Cal rate barrier, mobile programs may become the dominant model for reaching the 84% of CA Medi-Cal kids not getting eye exams.
