Founder, GWU Geiger Gibson Program (1942-2019)
Dr. Fitzhugh Mullan (1942-2019) was a physician, author, and public health leader who founded the Geiger Gibson Program at GWU — the premier research program on community health centers. As a former U.S. Public Health Service officer, he was an architect of the National Health Service Corps (NHSC) and a lifelong advocate for the community health center movement. His books and policy writing shaped how America understands safety-net healthcare. His legacy continues through the research program that bears the names of the movement's founders.
Mullan's legacy is the intellectual foundation of the FQHC movement. His writing on community health centers, the NHSC, and health equity provides the historical context that every FQHC leader should know. The Geiger Gibson Program he founded continues to produce the most important research on the sector. Understanding his work means understanding why FQHCs exist.
